Job Description Applied Technology Services (ATS) is seeking an experienced Senior GIS Programmer / Systems Analyst to provide GIS application development and technical support for Baltimore County’s Office of Information Technology GIS Program and Office of Planning. The selected consultant will support the upgrade and continued development of the County’s Agricultural Preservation Model. A primary responsibility will be modernizing an existing custom ArcMap Add-In developed with C# and Python by converting it into an ArcGIS Pro Add-In. The consultant will also perform application development, database development, code review, technical documentation, system analysis, testing, troubleshooting, and ongoing support within an enterprise GIS environment. Assignment Details • Work arrangement: Hybrid, with approximately 60% onsite and up to 40% remote, • Remote work may begin after onboarding, training, and issuance of equipment and must be coordinated with the hiring manager., • Fully remote and out-of-state employment are not authorized. Duties and Responsibilities • Develop, enhance, test, deploy, and maintain GIS applications within an enterprise GIS environment., • Upgrade and support the County’s Agricultural Preservation Model., • Convert an existing custom ArcMap Add-In developed with C# and Python into an ArcGIS Pro Add-In., • Develop solutions using C#, Python, .NET, Esri SDKs, and related ArcGIS technologies., • Analyze existing applications, business processes, databases, and technical requirements to recommend appropriate solutions., • Perform code reviews and follow established software-development, configuration-management, and quality-assurance practices., • Create and maintain source-code documentation, system documentation, technical specifications, data models, and implementation plans., • Design, develop, query, and maintain relational and spatial databases., • Develop and maintain SQL queries, triggers, stored procedures, and related database components., • Develop operational and analytical reports using SQL Server Reporting Services and Power BI., • Troubleshoot application, database, integration, and production issues and implement sustainable resolutions., • Collaborate with GIS professionals, developers, database administrators, business stakeholders, and County leadership., • Communicate project status, risks, technical issues, and recommended solutions clearly to technical and nontechnical stakeholders., • Support application deployment, upgrades, testing, user acceptance, and production implementation., • Perform other related GIS application development and support activities as assigned. Minimum Qualifications • At least five years of experience developing, enhancing, or modifying applications using technologies such as J2EE, .NET, JavaScript, HTML, C#, and Python., • At least three years of professional experience working with Esri ArcGIS technologies, including ArcGIS Server, ArcGIS APIs, ArcGIS JavaScript API, Esri SDKs, and ArcSDE., • Demonstrated experience developing or migrating custom GIS tools or Add-Ins using C# and Python., • Experience with ArcGIS Pro development or the ability to demonstrate relevant experience transitioning applications from ArcMap to ArcGIS Pro., • Experience using ArcGIS ModelBuilder and Python for geoprocessing, workflow automation, or GIS application development., • Strong knowledge of SQL, including the development and maintenance of queries, triggers, and stored procedures., • Experience developing reports using SSRS and Power BI., • Strong knowledge of relational database design and concepts; experience with Oracle and SQL Server is preferred., • Demonstrated ability to analyze application, database, and production problems and implement effective solutions., • Experience with code review, application documentation, technical planning, testing, and deployment., • Excellent written, verbal, analytical, organizational, and interpersonal communication skills., • Ability to work independently and collaboratively in a hybrid team environment. Preferred Qualifications • Bachelor’s degree from an accredited college or university in Computer Science, Information Systems, Geographic Information Systems, Business, or a related field., • At least five years of experience in systems analysis, change-management analysis, project management, program analysis, or a closely related field., • Recent experience supporting a local, state, or federal government entity., • Experience supporting enterprise GIS applications in a production environment., • Experience modernizing legacy ArcMap or ArcObjects solutions for ArcGIS Pro., • Familiarity with agricultural preservation, land-use planning, parcel data, or related government GIS programs. Additional Requirements • Successful completion of a background check in accordance with applicable contract requirements., • Ability to work onsite in Towson, Maryland, approximately three days per week., • Ability to display and safeguard a County-issued security badge while working at County facilities., • Candidates must provide at least two professional references, including telephone numbers, from engagements where they performed services similar to those required for this position.
