This role combines the commercial discipline of a lead estimator with the technical judgment, field leadership, and financial accountability of an experienced project manager. Role Mission: • Win the Right Work: Build accurate, competitive, and risk-aware estimates and proposals to grow profitable backlog., • Plan Before Mobilization: Convert sold scopes into baseline budgets, schedules, procurement logs, and execution strategies., • Lead Safe Execution: Provide field superintendents and crews with the direction and resources needed to deliver high-quality work safely., • Protect Margin & Cash: Maintain active cost forecasts, bill promptly, recover scope changes, and correct performance variances early., • Build Client Trust: Communicate clearly, solve problems proactively, and drive repeat business across IETTeam, IET Engineering, and IETLink., • Develop People & Systems: Coach project teams, standardize best practices, and expand IET's national capacity.Organizational & Project Scope Oversees assigned pursuits and field projects across five primary technical areas: • Landfill Construction & Field Services: Landfill-gas (LFG) and leachate collection systems, force mains, headers, wells, wellheads, condensate traps, pumps, flares, evaporators, vaults, drainage, earthwork, and civil site improvements., • Operations & Maintenance (O&M): Wellfield repairs, system modifications, pump/valve troubleshooting, flare and mechanical support, emergency response, and recurring maintenance., • Specialty Field Services: HDPE/PVC piping fusion, underground utilities, explosion-proof CCTV inspection, high-pressure hydro-jetting, and site restoration., • Controls & Monitoring: Control panels, instrumentation, SCADA interfaces, telemetry, sensors, alerts, and coordination with IETLink dashboard and installation teams., • Project Support Functions: Engineering coordination, project administration, accounting, billing, procurement, warehouse logistics, subcontracts, and vendor management.Core Responsibilities1. Preconstruction & Estimating, • Build relationships with landfill owners, municipalities, utilities, engineering firms, and strategic partners to identify opportunities., • Lead bid/no-bid evaluations analyzing scope clarity, competition, delivery capacity, risk, schedule, bonding, cash flow, and margin., • Review ITBs, RFPs, plans, specs, geotechnical data, permits, and addenda to identify constructability concerns and commercial risks., • Perform quantity takeoffs and build detailed crew-production-based estimates (labor, materials, equipment, trucking, subs, overhead, fee)., • Conduct site visits, manage RFIs, solicit/level subcontractor and supplier quotes, and prepare written technical and commercial proposals., • Lead internal estimate reviews and maintain historical cost/production data to refine future bidding.2. Contract & Scope Management, • Support prime contract, subcontract, and purchase order negotiations to protect scope clarity, payment terms, schedule, and risk allocation., • Complete a disciplined estimate-to-project handoff covering sold scopes, budgets, commitments, contract terms, and unresolved risks., • Maintain change logs, notice requirements, force-account records, and client approvals to eliminate uncompensated scope creep., • Identify potential claims early, preserve contemporaneous records, and pursue practical resolutions with senior leadership.3. Project Planning & Administration, • Develop execution plans, baseline budgets, cost codes, schedules, cash-flow forecasts, procurement logs, and staffing plans., • Secure permits, bonds, insurance, safety submittals, utility locates, survey requirements, and material approvals prior to work., • Lead project kickoff meetings with clients, engineers, superintendents, and subcontractors., • Coordinate long-lead equipment/materials staging and maintain document control (RFIs, submittals, daily reports, inspection records).4. Project Controls & Financial Performance, • Own project P&L: original budget, committed costs, actual costs, productivity, forecast-at-completion, gross margin, and cash position., • Review labor and equipment productivity against estimate targets; execute written recovery plans when variances occur., • Prepare timely pay applications, schedule-of-values updates, unit-price measurements, and change-order billings., • Provide concise weekly/monthly status reports covering safety, schedule, cost-to-complete, margin, risks, and client status.5. Field Execution, Safety & Quality Leadership, • Partner with superintendents to translate plans into safe, sequenced daily work plans with measurable production targets., • Visit sites routinely to verify progress, ensure quality/compliance, and support troubleshooting (piping, pumps, flares, SCADA/telemetry)., • Enforce site health and safety plans, OSHA regulations, trenching/excavation controls, and HDPE fusion standards., • Lead emergency response efforts calmly during shutdowns, system failures, or severe weather events.6. Client Relations & Team Leadership, • Serve as the primary client/engineer contact, establishing dependable communication and proactive problem-solving., • Manage, coach, and set clear expectations for project administrators, superintendents, technicians, and subcontractors., • Collaborate across IET divisions as one company; assist with recruiting, onboarding, and standardizing project controls.7.
