Job Description Duration: 03+ Months Job Description: Knowledge, skills, education, and/or experience • Virginia Procurement Specialist Mandatory skills/certification(s) Requirement: • Virginia Procurement professional preferred. Virginia Contracting Officer (VCO) certification or equivalent. Desired skills: • 7–10 years of progressive procurement experience., • Demonstrated experience operating under the Virginia Public Procurement Act (VPPA)., • Experience serving as a Procurement Officer or equivalent authority in a Virginia public entity or state-affiliated organization., • Strong working knowledge of:, • Competitive sealed bidding and competitive negotiation, • Sole source justifications, • Emergency procurements, • Cooperative and statewide contracts, • Proven ability to independently manage complex, time-sensitive procurements., • Exceptional documentation, writing, and regulatory interpretation skills., • High professional standards, discretion, and sound judgment., • Highly experienced and confident operating at an executive level, • Detail-oriented and compliance-driven, • Structured and process-minded, • Calm under pressure and deadline-driven, • Capable of providing clear, decisive procurement guidance, • Ethical, objective, and committed to transparency, • Agreeable to hybrid work model, • Immediate availability preferred., • Ability to quickly assess current procurement status and assume active oversight. Duties/Responsibilities: • Serve as acting Procurement Officer for the organization., • Lead and manage formal and informal procurement processes in accordance with the Virginia Public Procurement Act (VPPA). Two procurements to be completed: 1. OCIO-Related Procurement • This process has already been initiated and requires structured oversight to ensure full compliance with state procurement protocols, documentation standards, and timeline management. We need someone who can step in immediately, assess current status, and drive the process forward with confidence and clarity. 1. Enterprise ERM/CRM Platform Acquisition • VBIF is preparing to procure an enterprise risk management/customer relationship management system to strengthen operational infrastructure, case management integration, reporting capabilities, and long-term scalability. This engagement will require development of solicitation documents, establishment of evaluation criteria and scoring methodology, facilitation of vendor evaluation, and support through negotiation and award., • Ensure compliance with all Commonwealth procurement regulations, policies, and reporting requirements., • Provide strategic guidance to executive leadership regarding procurement approach, risk mitigation, and compliance safeguards., • Interpret procurement statutes and advise leadership on appropriate procurement methods. Draft and oversee: • Requests for Proposals (RFPs), • Invitations for Bids (IFBs), • Requests for Quotes (RFQs), • Sole source and emergency procurement documentation (as applicable, • Develop evaluation criteria and scoring methodologies., • Coordinate evaluation committees and ensure proper documentation., • Manage vendor communications, addenda, and negotiations. Contract Oversight • Review and structure contracts to ensure compliance and protect organizational interests., • Ensure required approvals and documentation are secured prior to award., • Maintain procurement files in accordance with audit standards., • Support contract renewals, amendments, and modifications. Risk Management & Audit Readiness • Establish or reinforce procurement controls and documentation standards., • Identify areas of procurement risk and recommend corrective measures., • Ensure procurements are defensible, transparent, and audit-ready.Company Description22nd Century Technologies, Inc.
